WhatsApp Business API costs are easier to plan once you separate the layers. This guide explains each one and gives you a formula you can reuse. Use the cost estimator and the rate card by country for your own numbers.
The four cost layers
- Monthly service. From $99 per month: dashboard, shared inbox, chatbot, API and support.
- One-time setup. $199 once, covering onboarding, number verification and template setup.
- Meta message charges. Meta bills per delivered message. The rate depends on the message category and the country of the recipient's phone number.
- BulkSMSHub message charge. $0.002 per message, added to Meta's charge.
How Meta charges
Meta charges per delivered message instead of per 24-hour conversation. Four categories carry a price: marketing, utility, authentication and, in Meta's rate card effective 1 October 2026, service (replies to a customer who messaged you first). In that card the service rate equals the utility rate in every market. Messages that customers send to you are not charged.
Meta publishes the official rates and can change them. The figures below are Meta list rates effective 1 October 2026, taken from the rate card on our pricing page.
A formula you can reuse
Monthly cost = monthly service + sum of (messages in each category x Meta rate for that category and country) + (total messages x $0.002)
Worked example with UAE list rates (marketing $0.0576, utility $0.0157): 10,000 marketing messages cost $576.00 and 5,000 utility messages cost $78.50, so Meta charges $654.50. The BulkSMSHub message charge is 15,000 x $0.002 = $30.00. Add the $99 monthly service for a total of $783.50, plus the one-time $199 setup in month one.

Ways to keep the bill sensible
- Send marketing templates only to customers who opted in and are likely to read them.
- Use utility templates for confirmations and updates the customer expects, not for promotions.
- Use buttons and a chatbot to resolve common questions in fewer messages.
- Check destination rates before a big campaign: marketing messages cost many times more than utility in most markets.
